BCTF, BCPSEA vote to ratify framework agreement for bargaining

BC Teachers Federation representatives and the BC Public School Employers Association have ratified a framework deal which sets up contract talks.

BCTF President Susan Lambert says the framework deal includes a facilitator to aid negotiations, as well as a timeline.

"It will mean a positive start to bargaining which we are obliged to enter into this spring."

Lambert also questions why the government chose this week to release its white paper proposing a 10-year deal, calling it a 'monkey wrench into the gears.'

Meanwhile, the BC Confederation of Parent Advisory Councils is welcoming news the two sides ratified the framework.

President Terry Berting says this is something to build on, and he's looking forward to more good news.

Berting was asked whether this gives some optimism that a new agreement can be reached before the end of the current contract.

"It does. Yes, it's baby steps and I'm not sure what's really going to happen in the future.  But the big difference here was this was the two parties reaching an agreement quietly by themselves, without being forced into anything."

Ratification of the deal means bargaining starts on February 4th and will have the help of a facilitator.

The sides will have to exchange proposals by March 1st.

The current agreement runs out June 30th.

    Our premier knew this agreement was close to being completed so why the sudden proposal for a ten year deal? Could it be she knew it would be rejected by the BCTF setting the stage for a Dix/Union conspiracy theory?

      @Ron_26 No question that the government's announcement was timed to get their proposal out into the spotlight first. There are many possible reasons for government's timing, but none of that really matters.

      What does matter is that the BCTF and BCPSEA have been working together for many, many months to develop a bargaining framework, and that framework has been endorsed this weekend by both groups. This is positive news. Parents, teachers, and anyone else with a vested interest in public education can take full confidence that when bargaining begins in a couple of weeks that both sides will finally have common ground to build from.

    Regardless of how they try to spin this, one fact remains.

    When the government stays out (or should) of the way, the BCPSEA and the BCTF will able to negotiate more responsibly. That is not to suggest that they will necessarily agree on every negotiating point.

    But, one can anticipate that every effort will be made to prevent the parties from reaching an agreement. As with the Casino proposal where Surrey was apparently pressured to carry out the government's bidding, the BCPSEA will be given its marching orders. That is, until May 14th.
