Surrey City Council votes down casino and entertainment complex proposal

Surrey City Council has decided to reject the controversial casino and entertainment complex.

By a vote of 5 to 4, with Surrey Mayor Diane Watts holding the deciding vote, Surrey said no thanks to the casino project.

Terry McNiece who led the group opposing the casino plan was asked if it was a David beats Goliath moment.

"Not really.  I mean it was sort of overwhelming odds, but we had the community behind us right.  As you can see the community is quite passionate about this.  I mean we're stacked up against Gateway and BC Lottery Corporation but the community was behind us."

The BC Lottery Corporation calls the decision disappointing but says the casino project for South Surrey is now dead.

      Not in Surrey in particular South Surrey and hope you enjoy your fat indexed pension after the next election!!

      How dare you try and make the citizens of Surrey and their duly elected Mayor and Council guilty in the various media with your sour comments.

      Rather than Regional Policing we are again stuck with the Wal Mart of policing for the next 20 years.

      So long to bad rubbish I say in the next election Rich and thanks for selling us out to the socialist alternative in 2013.

    Mayor Moonbeam should take a page from Watts' book. A mayor & council who votes down something that the majority are opposed to. Something the City of Vancouver mayor & council don't seem to know how to do.

    Brilliant! Dianne Watts was smart enough to leave the Liberal leadership alone, savvy enough to spurn casino money, and definitely has the potential to ride to the rescue and clean up what will undoubtedly be Dix's mess. A premier in waiting...no doubt.

    TERRIBLE MAYOR, Diane Watts is just trying to buy votes again. All she cares about is South Surrey and Cloverdale; She sends all the CRAP to North Surrey. Diane Watts is no good; get rid of her, she is just another CRAPPY Liberal.

    Yes-hurray, people who will never get a chance to work at that facility just never got a job. And, because no one counts them, no one loses, or so we are told. In the same breath, those who oppose this will be yelling: we need jobs, we need jobs. It is just that when the jobs aren't what they had in mind, they decide to let the jobs pass.

    Leadership is not followship. It is not to just "do what the community wants" because there is a bigger picture. Surrey council had an obligation to make it clear what the choices really were. Instead, the "I'm all right jack" crowd won again.

    The only viable "jobs plan" is for businesses to have economically viable work to be done, thus justifying hiring people. Clearly, many people in Surrey could care less about those looking for opportunity. Well, at least Surrey RCMP has lots of murders to investigate-maybe there is spin off employment from that.

      @Jartann That's all we need is another place where people are driving like crazed bandits from at 6 o'clock in the morning when the rest of us are going to work. Yes, that is what it is like at the New West casino where I live. Between 4 am and 6 am any day of the week people are pouring out of the casino after having wasted another night of their life gambling

      They are probably heading home to their families after having squandered a portion of the inheritance money. We can only hope they didn't spend the rent or the mortgage because that is going to set up a vicious circle for the kids of those families. It is OK though because many of them are business people who are raking in tons of cash. All they need to do is raise prices or cut wages for the rest of us in order to pay for that gambling addiction. I'm sure there are many in the community would are glad to pay higher prices to support that kind of lifestyle

    Wow! I guess those in South Surrey who favoured the casino and entertainment complex, will have to continue taking their hard earned money to neighbouring municipalities and the US to gamble. I wouldn't be surprised if the Semiahmoo Indian Band now step forward and build a casino in the exact same spot, and the residents won't be able to say a thing about it.

      @DavidSB What are you going to do when the Semiahmoo Indian Band start their casino project? There won't be any council meetings for you to attend, it will just be pushed through.
      Please continue to come to the Coquitlam casino because we need a few more turf sports fields.

    Readers, this is what Ken280,our consultant, with a briefcase 50 miles away from home is trying to tell us, but just can't get it into words. It is like this.

    These NDP people take millions of dollars of their union members money without approval and then run a political campaign based on fudge it budgets, phony jobs, and timber accords and other lies-and with all of that they try to take over the government.

    Destroying the economic welfare of our province as a whole and destroying the lives of decent hard working union and non union people in the private sector of the province.

    It is from the CBC: Audit finds collusion at Manitoba fire commissioner's office. Five officials received payments they weren't entitled to having

    Manitoba's auditor general says she was stunned to find fraudulent activity in the province's fire commissioner's office that went on for four years.

    In her latest annual report, released on Wednesday, Auditor General Carol Bellringer detailed collusion involving high ranking officials at the commissioner's office, which investigates fires in the province.

    The audit identified more than $300,000 worth of financial irregularities from April 2007 to July 2011 and alleged that five employees recieved payments they weren't entitled to having.

    Bellringer said documents were fabricated and, in one instance, may have been forged.

    "I still cannot understand how so many people could have been involved...and it was not found sooner," she told reporters in Winnipeg.

    The financial irregularities were flagged by the office's controller, but no action was taken and the employees continued to receive payments, Bellringer said.

    Action was finally taken in 2011, when Jone's credit card was cancelled, according to the audit.

    "They didn't have to play the same game as everybody else. There was a certain culture in the organziation..that certain things could be done differently," Bellringer said.

    FORMER COMMISSIONER FIRED

    The five officials, including former commissioner Chris Jones, are no longer employed at the office.

    The Manitoba government confirmed that Jones, who served as fire commissioner between 2009 and 2011, was one of three officials who were fired after the financial irregularities came to light.

    Also fired were Justin Panagapko, who was deputy fire commissioner at the time, and Scott Ritzer, who was an emergency services officer, according to the province.

    The government would not disclose the names of the two remaining officials who were implicated, since one was allowed to retire and the other was no longer working there by the time the allegations came to light.

    "The auditor general didn't release the name in her report," said Dave Dyson, the assistant deputy minister who now oversees the fire commissioner's office.

    "She didn't release it, and so it's in the hands of the police and we'll just have to see what the police come up with."

    The case has been handed over to the RCMP, but it could be months before criminal charges are laid in the case.

    Dyson said the problems at the fire commissioner's office date back to 2007, before Jones became commissioner.

    "When you have senior people colluding together, I think that's exactly how these things happen at such a high level," he said.

    "Combined with the collusion, it's pretty hard to stop. But we did catch it."

    Dyson said new measures have since been put in place to prevent a similar situation from happening in the future. A dedicated team now tracks expense claims, he said.

    Unbelievable of how an NDP government can never stay on budget with using taxpayer dollars. No wonder they are not popular in the rest of Canada.

    Here is a short recap.

    An audit of the traffic safety initiative released March 20, 1997 states that original treasury board approved development costs were $9,172,000 but that estimated costs to complete had increased three fold to $30,930,000 overall.
    TSI program figures (including photo radar) were originally $31,665,000 but then projected to be $62,247,000 to complete.

    And to top it all off the NDP B.C. government bought all of the photo radar outright with the taxpayer dollars.

    Business sense would have been to lease the vehicles.

    Then tell us why Adrian is saying the provincial election will be a nail biter and you are saying that B.C. will have a NDP government.

    Did he not pay for coffee last time, as he does not pay for transit fees? Not seeing eye to eye anymore?

    Another in a series of stupid votes by Dianne Watts does anyone remember what her last blunder vote was? Watts you can forget about vehicle levies, when we win the next election,transit will be paid by property owners and corporations, small business.

    1. Levy on offshore buyers in metro Vancouver will be tripled to that of the average property owner plus a one time $300,000 just for being here levy.
    2. Homes over 3 million will pay a doubled levy

    The various business associations in the South Surrey - White Rock have egg on their face and deserve so.

    The best interests of the residents of Surrey are not best served by bused in support from Gateway Casino.

    They were so sure they had everyone in their pocket that they purchased the property, and have had a security guard on it since late last year.

    So, more property is now available is a desirable area for family development.

    As for Mayor Dianne well done, and the same for Council that voted against this idea.

    So Watts really can make a decision! The location for the new Casino was excellent; close to a major highway, very rural area and close to the US border. This could have been a real tourist boon for Surrey. So Watts votes to not bring huge tax revenue and job's to Surrey....Just what we want from a leader.......Too bad she can't make a decision to enforce her own illegal suite and building bylaws.......But all will be fine because Watts will just continue to raise property taxes in her city .......Big loss for Surrey will be a gift for Maple Ridge or Abbotsford. It's amazing how NIMBY works when you have money!!!!
