Minister responds to Green concerns about new municipal watchdog

BC's new Auditor-General for Local Government reports to the public, and the public only - that's what BC's Minister of Local Govenment says, after Green Party leader Jane Sterk raised concerns about political interference.

Bill Bennett says Basia Ruta does not report to him.

Says Bennett, "I just didn't want the impression left with the public that somehow or other, I could phone her up and say 'hey, why don't you audit the City of Vancouver, you'd have some fun there.' that's not how it's set up to work in the legislation. I wouldn't do that anyways, but the legislation doesn't allow it."

As minister, however, Bennett did have to sign off on her being chosen for the job by an independent audit council -- and he can recommend to remove or suspend her.

He announced the new office's opening in Surrey yesterday.

Ruta's first audits are set to begin April 30th.

    an audit of all government boards, especially with the Coquitlam School Board declaring a shortfall, where is the money going?

    NOW THE AUDITOR CAN TAKE THE PROCESS ONE STEP FURTHER. PRESENTLY ALL MUNICIPAL GOVERNMENTS ARE AUDITED ONCE A YEAR NOW, EXCEPT THE COMPARISONS ARE ONLY DONE BETWEEN THE CURRENT FISCAL PERIOD AND LAST YEARS FISCAL PERIOD.

    THE AUDITORS REVIEW THE DIFFERENCES AND QUESTION MUNICIPAL WORKERS OVER THE DIFFERENCES. ALL GREAT.

    NOW THE NEXT STEP IS:

    TAKE DIFFERENT MUNICIPAL FISCAL FINANCIAL STATEMENTS AND DO A SPREADSHEET OF DIFFERENT MUNICIPALITIES AND COMPARE COSTS BASED ON TAXPAYER BASE AND REVENUE.

    EXAMPLE, COMPARING RICHMOND AND BURNABY. IF GARBAGE COSTS ARE NOT COMPARABLE, THEN THE AUDITOR CAN FIND OUT WHY?
    COMPARISON OF PURCHASES, PAYROLL COSTS, EVERYTHING UNDER THE SUN IN A SET OF ACCOUNTING RECORDS.

    IN SUMMARY, THE WHOLE REASON FOR THIS NEW AUDITING DEPARTMENT IS THAT COMPARISONS WILL BE MADE BETWEEN THE MUNICIPAL GOVERNMENTS INSTEAD OF YEARLY AUDIT COMPARISONS ONLY COMPARING CURRENT COSTS TO PREVIOUS YEARS COSTS, WITHIN THAT MUNICIPALITY.

    WE ALL KNOW THAT THIS IS NOT NDP POLICY AS KEN280, THE READERS CONSULTANT WITH A BRIEFCASE 50 MILES AWAY FROM HOME WILL TELL US.

      @joes_2868 Great ideas as long as municipal governments are required to turn over all documentation in their possession.

      It would help if the same transparency were present in Victoria. Then, the provincial auditor could do his job without fear of being turfed and unturned.

    Really Bill Bennett !?! You SPEW ... and not very well. So did you manage to get your handler's to transcribe this quote to the MSM while you're at the airport getting ready to fly 1st class to Alberta with Rich "NeverMIssAMeal" Coleman to raise out of province $$$ for the Lieberals.

      @TomC_0953 Thank you for the great comments about this excuse for the representation as a MLA he buys beer in his constituency for people to vote for him! He quit and acted like he want to run as an independent candidate, show boating and acting as the tough guy!.As for your"NeverMIssAMeal" couldn't say it better myself! Go NDP Go

If you are still in the workforce collecting a pay cheque every second Friday and not retired, and if the NDP do form government, and you do receive a lay off slip from your job,then you now have your answer for the Alberta fund raiser. Plain, everyday, simple economics.

    Hey Joe - Unlike you, I do not have a political agenda to keep the spin in favor of one over another. The heirs' apparent to the Legislature appear to be quite content to watch them do themselves on their own swords. NDPer's forget that as official opposition, they need to detail what it is - that they would do differently - if elected. To sit on your hands and not communicate is equally shameful, just as your scare-tactics are viewed by me.

    TomC_0953: It is not scare tactics. You have major major problems. That is if the B.C. Liberals have to go, the NDP is not the answer plain and simple. Do something about it.
    You seem to have a case of double standards. Why would you never take back a former spouse from a previous divorce to re-create the nightmare but am willing to do it with government.
    I do not know who you vote for, but if taxpayers think that the NDP should be given a term at government, what is the point of electing the NDP when they would be defeated in 2017.
