Family of teen murder victim demand justice reforms

The family of a murdered Victoria teenager is calling for justice reform to prevent more deaths.


18 year old Kimberly Proctor was tortured and murdered by two teenage classmates in 2010.


The killers were raised to adult court and sentenced to life in prison.


But Kimberly's father Fred notes they can apply for parole in just seven years, unlike adults.


The family has sent a package of proposed reforms they call "Kimberly's Law" to Prime Minister Stephen Harper and Premier Christy Clark, including adult courts and sentences for anyone 16 and older charged with murder, and public naming.


They also want mandatory counselling for teens identified as anti-social, before more innocent victims are hurt.

    Hope that he gets some traction on his requests... Keeping these animals in jail for life will give some sense of justice for this horrible killing.

      @SalV Please do not call them animals - Animals - four legged - would never bahave in this manner

      The murderers should go to jail for life - their actual life - so if they live until age 80 then so be it

    These killers were sentenced to "life" but can apply for parole in seven years. Then they didn't get sentenced for life, did they?!

    If I had my way, they'd be in prison for the rest of their lives because that's what they deserve. There should be no such thing as parole (for good behaviour?! you went to prison--hello?). And prison should be "hard time", ie, no TV, no publishing books, no education, no gyms. Prison time should be a deterrent. Period.
