Health minister powerless to intervene in Chilliwack chlorine controversy

BC's Health Minister admits she is powerless to intervene as Fraser Health orders Chilliwack to permanently chlorinate its water.

Margaret MacDiarmid says it is not appropriate for government to take over from the Health Authorities when it comes to water.

That said "I also think that residents of Chilliwack they are very concerned about the chlorination. They need to be heard and listened to and I did speak with Doctor Van Buynder maybe three weeks ago, just before they had the public meeting, it sounded to me as if he really was prepared to listen to the residents of Chilliwack and to work with the municipality."

When asked if there should be a mechanism allowing for community input into Health Authority decisions, Macdiarmid says "There has been a suggestion that the government should change the legislation so that the government would take over the authority over water I think that would be a very seriously flawed thing to do but it is important regardless of the public policy that is happening it is important for all of us to listen to stakeholders even if we are not going to do what they asj us to do we do need to listen."

However MacDiarmid says public safety is also a top priority.

"Right after that public meeting there was E-Coli found in the water so they took the decision at the time to put chlorine in the water and there are a couple of avenues residents can pursue if they wish to, they can appeal to the provincial medical health officer and there is one other appeal that they can go to so there are possibilities but it isn't possible for the Minister of Health to over rule this."

Fraser Health issued the chlorine edict Thursday much to the displeasure of Chilliwack's mayor and council.

    It needs to remain with the Health Authority. Think back to Waterton, Ontario and the outcome there.
    You can die from drinking contaminated water. With chlorine in the water you can remove the taste and odor at home with carbon filtration.

    FHA orders come from the Health Ministry.

    It was the Min. of Health, who ordered need to reduce Hep C
    rates in Abbotsford....and McDermott is powerless.?

      Is it really that tough to buy a brita filter if you don't like it?

    Can't believe she is powerless to do anything. Why doesn't she have a conversation with them. Coleman, Bell, and Bond sure don't feel powerless to stick their noses into places. Why not her too?

    doesn't it seem a little suspicious that they want to chlorinate their drinking water. Have a big community meeting. The majority is totally against it. With in days a test comes back that theres a problem. Mmmmmmmmmmm!
    If i were the resident of that community I would run my own independent test. Something smells and it not the dead fish on the river banks.

      @LaurieS_3 They were already chlorinating water in some areas of Chilliwack due to e-coli in the water.
      Not sure about you but I don't want to eat anything tainted with e-coli.
      Think Walkerton Ontario water disaster, XL foods beef recall.
      Dead people don't look very good on a doctor's record when something could've been done about it.

    Wow reading some of these comments really has shown me that some people don't have a clue what they are talking about. Please let me enlighten you.
    Walkerton Ontario disaster - was caused by human error.

    You can not compare Chilliwack to Walkerton. They are 2 different geographical areas. Let us not forget Warkerton already had chlorinated water at that time. Chilliwack has a ground water source and Warkerton was a surface water source.

    Saying go buy a filter? you know what if you want chlorine then go buy chlorine tablets or drops and add it to your own glass - Enjoy!

    Now for: Health Authorities are the ones with trained people who know how best to protect the public.

    REALLY who are you? Have you even done any research?
    FHA has jumped the gun - FHA stated without chlorination Chilliwack would see 70 - 80 cases of people with ecoli admitted to hospital each year - Really because there has not been one case reported of this happening.
    FHA says the ecoli risk is higher then any risk from chlorination. I beg to differ as I'm researching my husbands medication I have found this in a Medical Journal :

    If you are taking Thyroid medication - Sythroid AKA Levothyroxine

    Avoid things containing chloride and fluoride (fluorine) These are in tap water and the water in swimming pools as well as household bleach (chloride) and also toothpaste and tap water (fluoride)

    The reason for this is that chlorine and fluoride are endocrine disruptors.Why? Because they are both chemically similar to iodine and block the iodine receptors in the thyroid.

    installing a water filter will ensure that thyroide disruption is halted. (This is pretty important and shower heads etc should also be considered. You will notice the difference in time) Remember that showering and washing with tap water daily will cause exposure to chlorine)

    If 1% of 93,000 residents are taking Thyroid medication - Sythroid AKA Levothyroxine that will = 930 residents that will be admitted to hospital because of the chemical reaction of the chlorine in our drinking water. Think about it. Thats e coli = 0 and chlorinated Drinking Water = 930

    Does that make sense to you know?

    Further more I have emailed a request for information to FHA what I got in response was a Joke.

    I am wondering what resources FHA used to come to the conclusion that Chilliwack water needs to be permanently chlorinated?

    I am asking for a list of reference material used, a copy of the Comprehensive Drinking Water Source to Tap Assessment ( any that may exist up to and including the most current) and copies of the yearly water reports sent to the BC Minister of health for the past 10 years for Chilliwack District.

    Please help me in my journey to understand FHA's position.

    We do not have a Comprehensive Source to Tap Assessment for the Chilliwack Water System.
    We do not have yearly water reports sent to the BC Minister of Health.

    A Source to Tap Assessment is essentially the assessment and assessment response plan required by the Act and/ or regulations.
    Most water systems to some extent employ the multi-barrier approach. “The multi-barrier approach is an integrated system of procedures, processes, and
    tools that collectively prevent or reduce the contamination of drinking water from
    source to tap in order to reduce risks to public health (CCME, 2004).”

    FHA says they don't have one (shaking my head) just like they don't have the yearly reports they have to send to the Health Minister as stated in their own Drinking Water Protection Act section 4. What a bunch of dingos, they can't even follow their own policy, procedures and processes yet alone make a decision that effects 90.000 plus people. They have shown over and over again they cannot be trusted, no transparency or accountability.

    My difficulty is not with - to chlorinate or nto to chlorinate; that is the question, no quite frankly it's not. The question is who gave the Fraser Health Authority to ram this down the throats of the voting public and the minister is a representative of the public. To have a situation where the minister responsible can shirk her responsibilities, is the real concern. The FHA has no doubt been given their authority through government legislation - more of the tripe coming from the unelected "independent statutory agency" given a monaopoly over issues which our elected representatives should be on top of and be held accountable for their actions; not to be given full autonomy without oversight. Some ministers will hide behind the legislation, whereas others, such as Rich Coleman continues to interfere in areas where deceit reigns supreme. Can we say that BC Hydro sucks and don't get me started on the subject of transit, Trans Link and anyone else involved in transportation, what a bottomless pit, self serving and Vancouver bias; making decisions such as no turn stiles - dummer than a sack full of hammers and just as distructive. The public needs to ask itself; where are all these so called expert Board of Directors coming from, is it from a dumpster full of failed BC Liberal hacks? The Vancouver mayor sure has been given a lot to work with, but yet can't even organize a successful event without it getting out of control, much like visit Vancouver on a bike program - talk about flour power, just add water and the muddy affair (BC climate) will happen.
