A man who murdered an RCMP officer in Richmond and three other people in Vancouver more than 30 years ago has been granted more freedom from prison.

The National Parole Board has determined Steven Leclair will be allowed to spend eight hours twice a month with his wife of 15 years.

The 66 year old, currently serving a life sentence at the minimum security Ferndale institution in Mission, had been seeking unescorted day passes.

In 2010, he was granted escorted leave and hasn't violated any conditions of release since then.

Leclair's not allowed to consume any alcohol while in his wife's custody.

He's been behind bars since 1980 and has been eligible for parole since 2002.

He was 34 when he killed three people at the Palace Hotel on Hastings Street before hijacking a car, driving to Richmond and killing 26-year old Constable Tom Agar at the front counter of the RCMP detachment.

He was arrested after another officer he shot in the leg shot him.

The 4 people he killed don't have the opporrtunity for day parole ! He shouldn't see the light of day - by his behavior he has given up this priviledge !

A gutless and despicable crime for which no redemption should be allowed to take place as far as sentencing is concerned.

This crap makes me sick and angry. What entitles this piece of garbage to anything. The parole board is a joke. This guy need to be kept in the slammer and let out feet first in a box when the time comes. He murdered 4 people what does it take to get these academics to get it.

@JimP_5079 I bet if something ever happened to him on his way to his wifes house ... You never know, dangerous world out there ... lol. I don't think the cops will put much for resources into investigating it and the file will go to the bottom of the list ... maybe in 20 years ... then maybe the families of the victoms will have some closure !!!! is that not what is important???

We should have sent this man to the gallows thirty years ago. End of story. We're a soft country with no leaders, just politicians.

The National Parole Board should have him do community hours washing patrol vehicles at the Richmond Detachment.

25 years should be 25 years. A life sentence should be for life. If you plead not guilty, waste a bunch of taxpayer's money, and are found guilty anyway, you should get 0 credit, for time served in your cushy private cell with your lawyer. A five year sentence should equal 5 years in prison, unless you plead guilty, in which case you should get credit for the time you served awaiting trial. This 3 months, after time served (on a 5 year sentence) has to stop, yesterday.

Our current system encourages the guilty to drag the case on as long as possible so they can escape general population in prison. It also wastes huge amounts of our cash. Judges need to hand out maximum sentences to those that are found guilty after spending years fighting the truth.

Why didn't he get 4 life sentences to be served consecutively. If he can serve his 100 years, then let him out.
