&lt;p&gt;Dive crews were called to the scene at Dalhousie Drive and Pembina Highway around 7 am.&lt;/p&gt;
&lt;p&gt;The hood of the car could be seen just peeking up from the middle of the pond.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Stormchaser Dave Carlsen saw the storm first hand from Ada, Oklahoma. He tells CJOB the scariest thing was how quickly it developed.&lt;/p&gt;
&lt;p&gt;"Usually the storms in Oklahoma, especially, take a while to develop. But this one, the cloud went up and maybe ten minutes later, there was a tornado on the ground."&lt;/p&gt;
&lt;p&gt;The storm was nearly 800 miles wide and turned entire neighbourhoods to rubble.&lt;/p&gt;
&lt;p&gt;51 people - including 20 children - are confirmed dead but officials say the death toll could rise to nearly 100.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Instead of going to jail overnight, youth who are picked up drunk or high by police... and whose parents can't be found... will be taken to the Youth Addictions Stabilization Unit.&lt;/p&gt;
&lt;p&gt;Ian Hughes, the President and CEO of Marmound, who will operate the facility, says the hope - that they will make use of addictions treatment resources available there.&lt;/p&gt;
&lt;p&gt;"Our hope is that for those kids that we see regularly, can we then, more readily and easily, steer them towards addictions treatment."&lt;/p&gt;
&lt;p&gt;Healthy Living Minister Jim Rondeau says the facility will fill a need in Manitoba.&lt;/p&gt;
&lt;p&gt;"This was a hole, and so we've moved from a detention facility to a support facility that will assist the individual on their journey to wellness," Rondeau says.&lt;/p&gt;
&lt;p&gt;The province will contribute 2.7 million dollars a year to the facility.&lt;/p&gt;
&lt;p&gt;CJOB's Kim Lawson had a tour of the facility.&lt;/p&gt;

&lt;p&gt;Mark Melsness with Environment Canada tells CJOB those areas received anywhere from 15 to 30 mm. of rain Sunday, and there's more to come.&lt;/p&gt;
&lt;p&gt;Another 25 to 50 mm. is possible for those regions.&lt;/p&gt;
&lt;p&gt;Melsness says Killarney has been the hardest hit, picking up 57 mm.&lt;/p&gt;
&lt;p&gt;Winnipeg by comparison has received about 10 to 15 mm.&lt;/p&gt;

&lt;p&gt;Yesterday morning, Winnipeg police say a man alerted them to a serious violent incident.&lt;/p&gt;
&lt;p&gt;Police arrived and found 37-year-old Natasha Jeffrey and 39-year-old Ronald Dabreo dead in the home.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The man who reported the deaths was arrested.&lt;/p&gt;
&lt;p&gt;44-year-old Seymour Lloyd Sharpe has been charged with two counts of second degree murder.&lt;/p&gt;
&lt;p&gt;According to Facebook,&amp;nbsp;Sharpe and Jeffrey were previously in a relationship. The connection between Dabreo and the others is not clear.&lt;/p&gt;
&lt;p&gt;These are the 7th and 8th homicides in Winnipeg in 2013. Last year, there were 15 by this date.&lt;/p&gt;
