A number of victims, including a 5-month-old, are recovering after a first-aid tent at The Ex was bear sprayed.
Police say three youths sprayed the area just after three Sunday afternoon.
13 people were hit, but none were seriously injured.
Police say three youths were detained and charges are pending.
