Waterfront residents near Billy Bishop airport are questioning whether a proposal to dump excavated debris into the harbour just off the airport is actually a ploy to extend the runway.
The rock and debris would come from the pedestrian tunnel being built to attach the airport to the mainland.
The residents accuse the Toronto Port Authority of having ulterior motives but they say the have absolutely no intention of expanding the runway.
The TPA says the intent is to deter boats from getting too close to the airport.
The proposal would have to undergo an environmental assessment before it could be approved.
