The Police Complaint Commissioner has ordered a public hearing into the case of a Vancouver Police officer accused of kicking a robbery suspect in the chest while he was handcuffted behind his back.
At issue are the actions of Constable Jessie Tiwana during the the arrest of Ryan Felton on August 15th, 2012.
Police responded to a robbery in progress call and its alleged Felton hijacked a vehicle and then entered a residence a short distance away, where he was arrested.
The next day Vancouver Police received information from the CBC indicating one of the arresting officers was captured on video kicking Felton in the chest.
An internal investigation looked at that and eventually cleared the constable.
But now Complaint Commissioner Stan Lowe has decided a public hearing is necessary because there is a reasonable basis to believe the Diciplinary Authority’s finding is incorrect.
Retired Provincial Court Judge Carol Baird Ellan will preside at the public hearing but not date has been set yet.
